Certificates should be able to depend on other certificates

It looks like if I want two certificate types, one "basic" and one "pro", I have to re-list the skills from the basic cert to get them covered by the pro cert. I should be able to just make the pro cert require the basic cert.

Interesting thought. It's a little more complex to implement on the back end, but would certainly be nice to have.
