Update releases to PyPi

It looks like this isn't released very often?

I'm going to rewrite my ISY Hue Emulator interface I use for integrating with a Harmony Hub, and was thinking to move from PyISY to ISYlib-python, but would prefer to have a released version.

I haven't updated version in the dev branch ready merge into master and release to Pypi. I'll try to finish testing it this weekend. In the meantime just grab the "dev" branch off GitHub
