Custom template - default to npm rather than yarn

I am creating a custom template and want my App initialised with npm by default rather than yarn.

There is a line in the docs that says:

For convenience, we always replace npm run with yarn in your custom "scripts", as well as in your README when projects are initialized with yarn.

What does it mean 'when project are initialised with yarn`?

I know that I can add --use-npm on the command line when running create-react-app but I'm trying to figure out if I can make npm the default for my template.

When you create a new app, the CLI will use Yarn to install dependencies when available. More information on this can be found here.
