Treat '*.scss' files as modules by default

From what I've found it is not possible to configure css modules for files without a .module. prefix without ejecting. I think this should be an option since in a project most of the time you want a stylesheet to be modular, while having only a few of them being global. The current situation is kind of in reverse

Having .module.css or .module.scss file ending as the logic to treat the file as css modules is the convention from webpack CSS loader, and it's kinda common practices for most build tools. (e.g. Vite do the same too: https://vitejs.dev/guide/features.html#css-modules)
