[Error] Crash on game load

What happened?

One or two sentences describing the problem.

Failed to load mods: Error in assignID: item with name 'facc-ghost-character' does not exist.

Source: facc-ghost-character (character).

Steps to reproduce

On game starting during loading mods error window appears with asking to disable
factorio-admin-command-center (4.3.1)
EditorExtesions (2.5.2)
maraxsis (1.31.8)

But even if other listed mods disabled, game asks to disble factorio-admin-command-center

Expected

What you thought would happen.

I think this is data conflict with other mod, but i have no idea how to detect which one exactly.
