Update pages to reference the Form 1 and Form 2 Webform

Summary

The website has two useful webforms designed to ease the process of electronically filing a Statement of Organization - Form 1 (link) and Statement of Candidacy - Form 2 (link). The site also provides useful guidance for how to file the Form 1 and Form 2 but those pages don't have detailed explanations for how to use the webforms.

What we're after: add language to registration pages to help users access and navigate the Webforms.
