Refresh Webpack and Typeahead/Autosuggest PRs

What we're after:

Develop has changed quite a bit since the Typeahead/Autosuggest PRs were created

Refresh stale PRs before review.

PRs that need a refresh:

• Replacing Typeahead, site-wide: [WIP, DON'T MERGE] Replacing Typeahead, site-wide #5420

Action items:

• Schedule pairing meeting to discuss code and QA
• Create a new QA ticket following this meeting to breakdown QA requirements, link to PRs for examples

Completion criteria:

• Autosuggest/Typeahead/Webpack PRs "can be merged" into develop, OR
• Existing Autosuggest/Typeahead PRs have been replaced with a new one(s) that (include all of the Autosuggest work and) can be merged
