Content Layout Shift on About dropdown menu

Summary

After I hover my mouse over the About menu on the home page, the options shift as a move my mouse to click one.

Frequency

Everytime, always.

Device, browser, etc

Desktop
Firefox
Browser window width 1903 (monitor width) but it happens at lower widths
(no shift happens with Edge or Chrome)

@djgarr Was able to replicate the issue and happenig across all menus, but only once per menu.

Sorry, it's just the Campaign Finance Data and About menus that I was able to recreate the issue
