Single rulemaking page tests

Summary

What we're after:

1. Unit tests for rulemaking() view

2. Unit Tests for load_legal_rulemaking() API caller

NOTE: pytest wasn't finding fec/legal/tests.py so I moved it to fec/legal/tests/test_legal.py to be consistent with existing naming conventions.
