Research '76 and '78 election cycle committee data returning errors

Summary

It appears committee data tables are not functioning for two election cycles (1975-1976 & 1977-1978). I've noticed the same issue with multiple committees that were in existence during those election cycles. For all committees I've searched, the same issue occurs: there's an error message when you select 75-76 and 77-78. But 79-80 (and subsequent cycles) work just fine. API showing no outages.

How to Reproduce

Here are some examples:

1976 cycle error and 1978 cycle error. 1980 onwards works. It’s happening across other committees’ 1976 data and 1978 . More examples of 1976 and 1978 data errors

To reproduce, simply navigate to any of the committee pages above and scroll through filings from different election cycles. You should see that all other election cycles produce results spare 75-76 and 77-78.

Device, browser, etc

Issue persists across browsers and users.

@isaacjamesbaker The data for cycles prior to 1980 wasn’t of the best quality, and it was a business decision to display only cycles from 1980 onward. I’m checking with @PaulClark2 to see if he thinks it’s okay to include the earlier data.

Meeting notes from 3/12 meeting:

Given the urgency of this issue and current resource constraints, this ticket has been classified as a research task. The DB team will begin the research in early June during PI 32, Sprint 32.1.

The following items need to be addressed:

1. Database research: Determine how many materialized views have the cycles > 1979 restriction applied and evaluate the potential impact on other components. Based on the findings, the team will assess the complexity of incorporating older cycle data and decide on next steps @hcaofec @fecjjeng

2. Document verification: Confirm that older cycle image files have been converted to PDF and are searchable in DocQuery @PaulClark2
