Modify MS-A, MS-W and add MS-X

What we’re after

The FEC now allows F99 filers to upload Schedule C-1 (Loans and Lines of Credit from Lending Institutions), copies of loan agreements, and Form 8 (Debt Settlement Plans) electronically as attachments with an electronic signature.

CL- not sure when we should be seeing all data correctly in PG.

Action items:

• At this time, we are not updating any F99s (MSs) filed between January 1, 2026, and when this work is deployed. If we need to make data update, @PaulClark2 will create another ticket for that at a later time. Check if it is ok that the older MS-W's are still labeled as "LOAN AGREEMENT/LOAN FORGIVENESS" this will affect if we can pull from to_from_ind_desc.
• On the All Filings Search, please ensure that MS-As are also listed as results if a website user selects Form 8 under Filing Information>Form Type.
• Update the forms page on fec.gov for the Form 99 (Candidates and authorized committees/Political parties and political action committees (PACs)) to include the following language: “Used by registered committees filing electronically to submit a letter, or an attachment for Schedule C-1/Loan Agreement, Loan Forgiveness, or Debt Settlement Plan:” This change should not be applied to the F99 listed under the Other filers portion of the forms page.
• Possible Request (not part of OGC’s recommendation) – Could we add a new filter for the All Filings Search for the various F99 types? There may be a desire to be able to narrow down F99 to a specific type, such as C-1/Loan Agreements.

Completion criteria

• New MS-As, MS-Ws and MS-Xs have the appropriate new label.
• MS-As, MS-Ws and MS-Xs display in the appropriate locations on FEC.gov
