Move github.com/minimization into fedora-eln?

One team is responsible for both Github orgs, but having them separate makes certain things difficult (e.g. transferring issues between repositories). OTOH moving things out of the minimization org will (eventually?) break URLs, so this would need to be done carefully. (When a repository is moved, there is some forwarding to the new location, but for how long?)

AFAIK forever -- unless the old name is taken by something else (e.g. a fork).
