[Frontend] Add CI workflow for frontend lint/test/build

Create dedicated CI pipeline for frontend lint, tests, and production build validation.

Acceptance Criteria:

• Workflow runs on PRs and pushes
• Caching is configured for dependencies
• Build artifacts/logs are retained
