lo script scrape_xml.ipynb si occupa di fare lo scraping dal sito di tutti i file .xml
Va ottimizzato per:

verificare se ci sono nuovi dati
migliorare le regole di pulizia
verificare come elimina i file vuoti

lo script genera il file dati_presenze_politici.parquet
