Add etcd tools to the ops-toolbelt image

What would you like to be added:

To add etcd tools on-demand:

• Auger : To directly access /update data objects stored in etcd.
  - PR: add auger and install when needed #187
• Etcd-BenchMark: To load and benchmark the etcd cluster.
  - PR: Added script to install etcd-benchmark on-demand. #225
• Etcd-dump logs: To read WAL files for debugging the etcd.
• Etcd-dumb-db: To inspect etcd db files.

Why is this needed:

There are many etcd-tools available used for various purposes like to fetch the etcd-data, to load the etcd db, to debug the etcd WAL files etc.
