[feature] Context admin role - domain owners can view explorer and recommendations

Problem

Currently only full admins can access the context explorer and context recommendations. Data domain owners (e.g. the person responsible for the revenue or marketing data domain) need to review and improve context for their area, but giving them full admin access is too broad.

Expected behavior

• New role: context admin - sits between regular user and full admin
• Has all regular user capabilities (chat, stories, etc.)
• Additionally can access the context explorer and context recommendations pages
• Use case: data domain owners who review context quality, act on recommendations, and improve documentation/rules for their domain
• Does not have access to other admin features (user management, billing, settings, etc.)
