Carry form language selection over to new form version #6579

Download a multi-language form to Collect, change the form language to one other than the default
Update the form definition, download it to Collect
See that the form language is set to the default, not to the one that was previously selected

When a user selects a form language, their intent is to set it for the logical form, not just for the current version.
