Auto sending a finalized form after a form which sending failed

Problem description

If I send a submission that fails (becase of the wrong URL) and after that I change the auto send settings so that it’s "off" the auto send will start sending forms which where finalized afterwards. I followed the steps described below. After that I also tried switching to correct URL and the finalized form was auto send.

Steps to reproduce the problem

1. Add a project to Collect. In Settings- Server – URL add a few letters so that the URL isn’t correct.
2. Go to All questions types form.
3. Fill the geopoint (with no appearance) widget and SEND the form.
4. Go to settings and set the auto send to off.
5. Go to All questions types form.
6. Fill the geopoint (with no appearance) widget and FINALIZE the form.
7. Wait a bit and go to "Ready to send" and check the status of both forms (both get "sending failed”) or go to the all question types form map and check the color of the marker.

Expected behavior

A finalized form shouldn’t be auto sent.
