Feature Request: Auto-add NSOC'26 label to new issues

Problem

Maintainers currently add the NSOC'26 label manually to each new issue. This is repetitive, time-consuming, and can lead to missed or inconsistent labeling.

Proposed Solution

Automatically add the NSOC'26 label to every issue when it is opened.

Expected Outcome

All newly opened issues consistently include the NSOC'26 label without manual intervention.

Benefit

Reduces maintainer effort and ensures consistent issue organization.
