why not maintain ggml in it's repo and import as a submodule to llama.cpp?

I know I'm not the first person to think about this but I could not find the answer anywhere.

We should make this change soon and ggml would become a submodule of llama.cpp. I have postponed this because IMO it will make the developers' workflow more difficult (i.e. need to synchronize ggml changes across the 2 repositories). But the change is necessary in order to start versioning ggml properly.
