Campaign can have tags and negative tags #304
Description
User Story
As an advertiser, I would like to specify in the campaign whom I would like to target my ads to.
I should be able to specify included and excluded programming languages and topic categories for defining my audience. Programming languages and topic categories are also defined on the property for ad serve matching.
As part of this story, engineering will be corresponding audience tags to the campaign.
Why Is this Needed?
This is a requirement from some of our advertisers. They wish to ensure that the funds are being divided up amongst certain properties. Others want to target everyone in a single campaign.
