When creating security plates, make it produce 2 identical plates. And then when printing security notes, require both books. This will allow cities to have 2 individuals hold the plates and printing new notes would require 2 players to approve it instead of just 1.

Would be a nice idea, not easy to do though. I'm not planning to implement for initial rollout - for now people can use DRO owned by different groups.
