Where do "saved but not submitted" demands go?

Also, if I click back on "New Demand" should/could it show what I had previously entered but was not submitted? Essentially, saved as a draft (should it clear out next session, persist till user removes, or... tbd).

I'll keep this issue open for now, but mostly we should ignore issues revolving around this specific case "saves that issue but no demand was created".

We are going to refactor Demand creation/structure.

The confusion of creating an issue without a demand is fixed for now in production by requiring the "Solution" to not be blank. Let's work it more though.
