Add necessary Javadoc to Util classes and methods

Thanks @mozzy11 for filing this. I also think that we are now overusing the word Util in naming those classes and using a more specific name would make the purpose of the class more clear. Do you mind taking this over? I mean renaming and adding some javadoc as you go through the code?
