If two legs match a rule to join the fare legs in fare_leg_join_rules.txt, is it compulsory or optional to join the legs? In concrete terms, is it allowed for a journey planner to suggest two separate fares for the two legs even if they match an entry in fare_leg_join_rules.txt, as doing so will be cheaper?
