Prometheus: Ensure labels exist on native histogram count field

when looking at the native histogram response here, i noticed that only the yMin fields contain the labels of the native histogram.

ideally we would have the labels on the count field (or all fields). this would allow us to have better series naming and tooltips in the panels.
