Words that should be reserved for future syntax/features

This issue is dedicated to noting down and capturing all (immediate future) syntactic tokens that we want to reserve for future language expansions.

Current words that are under consideration:

- `const`
- `pub`
- `mut`
- `export`
- `defer`
