Issue: Flaky Integration Tests in Kernel Submodule

Evidence:

• These tests fail consistently on both and branches
• Tests are pre-existing issues in the kernel submodule, not introduced by Phase 1 changes
• Currently gated behind for CI stability

Root Cause:
The integration tests appear to have timing or assertion issues in the kernel's resource governor logic.

Follow-up Required:

1. Investigate why expects but gets
2. Fix process limit detection logic
3. Update submodule to fixed version once available

Priority: Medium - These tests are currently gated and don't block Phase 1 merge.
