Hook into system notifications if window is not focused #1338

Details
Hook notification-db into the native OS system notifications and only alert via that system when the Realm window is not focused.
You can check if a BrowserWindow is focused with isFocused.
If I am working outside of Realm, I want to get notifications via the native system.
- Add to notification settings
- Integrate dismiss action when dismissed from system notifications.
