Can an end-user be setup with permission to create/update other users?

I am building an application targeting small-businesses. The owner or manager at the small-business needs to be able to manage users via the app (create, update, set/change permissions, etc).

Is this possible in Hoodie? I understand that CouchDB requires a server admin to perform these operations, so I'm concerned this isn't possible.
