Finalize migrations pattern management

We should discuss and agree on the following:

• migrations logic implementation at humanode pallets
• migrations scope usage at humanode runtime
• overview of native substrate pallets migrations logic implementation

As a follow up of #1499 - #1499 (comment).

Additionally, the migrations reworks is suggested - #1315
