Unable to addproperty with valid postal code

Detail:

I am unable to add postal code even though I have abided within the range limit.

Steps to reproduce:

addproperty c/999999 u/00-000 t/hdb a/10 b/1

After thinking for a bit, I assume you are saying that no access padding of 0s on each side? Thus, it should be indicated clearly as I interpreted 00 as the same as 000, I am unsure what does the term excess padding means. To circumvent this issue, better rephrasing and providing examples would greatly help!

Example of access padding:

1. 00-01 is not the same as 00-0001
