Surface info about Hyperlane Validators and Relayers #171

Validators and relayers are essential parts of the Hyperlane protocol but we don't currently surface any information about them in the explorer. Useful info would include:

  1. Name
  2. Contact
  3. Past participation
  4. Current signatures for messages
  5. Chains watching
  6. Maybe errors?
