Add support to configure Lambda Insights for all Functions in the Lambda Application

Lambda insights is a per Function configurable setting that provides more insights in the behaviour of Functions. Add global support for setting this on all Functions and understand what the grouping dimension could be so the Lambda Insights view defaults with all functions in a service (if possible)
