When an organization adds a new data center or a new cloud provider to its enterprise, it often sets up a new trust anchor for those environments. When working in a larger federation of organizations and a new organization is added, its trust anchor will be added as well. Maybe I'm missing something, but this seems to be a gap in the current proposed profile.
