Unable to launch an app on the bottom screen if an app is already running on the top screen #238

Describe the bug
You can no longer launch a secondary app on the bottom screen if an app is already running on the top screen
To Reproduce
Steps to reproduce the behavior:
- Launch an app on the top screen
- Launch a secondary app and select bottom screen or top screen
- Nothing happens

It was not an issue on 0.0.4.1
