Upgrade to Node v8 and NPM v5 #151
Description
Node v8 is going to be LTS and NPM v5 addresses concerns that previously pushed for us to use yarn. I've also recently seen issues with dependency resolution in yarn that are more likely to be resolved correctly in NPM. I feel that it makes more sense to use NPM as opposed to yarn going forward.
