To open is to remove one or more restrictions which exclude access to a resource or agent.

Open is a trait of forms which enable the addition of elements within one or more specific functional contexts.

Notes

Open is a highly generic term which is often too vague to be useful except in clearly described formal contexts, such as open licensing.
