Buildout: Consolidate Packer Build Scripts and Ansible

I quickly merged the Ansible integration into packer - but there is a lot of overlap. For example, the Virtualbox tools are installed by both shell scripts in Packer, as well as an Ansible role. Move more of the script functionality within Ansible, removing it from Packer as it's performed.
