Implement List of Pools in the Admin page #236
Description
Related to issue #235

When a user clicks "Show Pool List", the list of Pools should appear/disappear.

The "Delete Empty Pool" button, should delete all the selected pools that are empty.

The "Search Pools" component, should search by Name and Utilization

The "Add Pool" buttons, should take to the page "Create New IP Pool" (issue Create New IP Pool page #237 )

Should emphasize when a new pool is added
