Script Interactions not synchronized across client managers #33

Description

@DougOsborn

At the Thursday walk through at the recent MOSES performance test I wore a scripted object that spams local chat when it processes a CHANGED_ANIMATION event.

I logged in to CM2 and was able to toggle the object on and off by touching it.
This generated OwnerSay messages I could see, but I saw no other output from the device. While logged in and while the device was monitoring, avatars on CM1 reporting seeing local chat spam, indicating that the object was operating, but the SAY messages to local chat were not sent to CM2.

Upon re-logging into CM1, and re-activating the monitor, I was able to see all of the messages I would have expected.

I also observed that in some cases, scripted objects with touch events responded differently. When logged in to any other region than CM1 I was NEVER able to get a object touch to generate a menu. If I logged into CM1, There were instances when I would get a menu presented properly, but the script never responded to a selection.
