Fix safe channels line

`‘Safe channels’ aren’t implemented these days.` - seems IRCnet may support 'em. We can still point to registered and unregistered channels as the two main channel lifetime groups, while mentioning that persistent channels are out there and safe channels are also out there, though most software did not implement them.
