The steps are okay which I have run through... what is confusing is the diagrams and Prerequisites as these are designed only for flat networks without incorporating multi-networks portion from prior doc - https://archive.istio.io/v1.4/docs/setup/install/multicluster/shared-gateways/

Agreed about that diagrams. They haven't been updated yet.

What exactly is the issue with prerequisites that needs to be fixed?
