Windows aarch64 build

I see you have regular x86-64 build available, it'd be nice to also have aarch64 version available too.

I'm interested in LLVMpipe primarily.

I actually ended up using https://github.com/mmozeiko/build-mesa for now, which includes both versions of Lavapipe already and other Mesa components

Ok. Nice, that it works for your use case. The mentioned repo is cross-compiling using windows-2025 runners.
