Userland changes for polling I/O support: Add comments to the
relevant config files to document the new config flag (DUMP_FLAGS_POLL),
and load the scsi_dump module when needed.
I noticed that in the 7.X.X branch, we're not currently documenting
DUMP_FLAGS_NETDUMP or DUMP_FLAGS_NONDISRUPT in etc.dumputils.conf even
though the code for them is in the kernel. I wasn't sure if this was
a result of a deliberate decision to deprecate those flags, so I've
left them out.
