You can refer the pytorch doc Building Custom Operators(https://pytorch.org/tutorials/advanced/torch_script_custom_ops.html). What link errors you have? If they are CUDA related, please make sure used CUDA version during your compilation is same with your pytorch required.

Is it necessary for installing the lib to download and install pytorch for C++ in advance？

No. It should be installed after running the cmd 'python setup install', if there are no compile errors.

What else do I need to modify or install in order to install the library.

In fact, I have not tested the installation on Windows operating system. By checking your error, is seems that data() is somehow unresolved. https://zhuanlan.zhihu.com/p/142676847 shows a solution, you may try to replace the data() with data<int_64>() to see whether it worked. Thank you.
