This change adds the ability to stop/start (reuse) existing EC2 backed hosts for Jenkins build hosts. This would be used for build hosts that are not generic and can't easily be accommodated with the existing AMI templated instance creation.
For testing purposes, this branch has been extended from #438 and #439, so those commits are showing in this PR, even though they have separate PRs.
Please consider adding this enhancement to the main plugin.
