Is key rotation broken?

While testing #152 I noticed that updating an access_key as described in the access keys section doesn't appear to be working.

Maybe I'm doing it wrong, but I confirmed the same results in main so this should be reviewed and the docs updated if the process isn't the same as what's documented.
