Whenever the game issues the command WATER1, it also sets a variable called FlagRotPal to 1. This would presumably have been used to apply a [color cycling effect](https://en.wikipedia.org/wiki/Color_cycling) to animate the water. It isn't known why the feature was ultimately left out of the game because it's not processor-intensive.
