:bug: Allow lowercase PR titles in verifier

Describe the bug

Various PR verifier runs like https://github.com/kagenti/kagenti/actions/runs/28042579206/job/83012380218 will fail on lowercase prefixes

Expected Behavior

PRs with prefixes present regardless of capitalization should be allowed. This may require updating to both the PR verifier workflow here and Kagenti skill
